Nantucket building commissioner Bernie Bartlett reclined in his office chair last month during a slow day in the Building Department and pointed to row of empty shelves across the room.


Normally those shelves are filled with building permits waiting for Bartlett to process. But not this year. Only 35 building permits were active on that day, and most for minor projects. A shed here, a dormer there, but an obvious dearth of the new-home construction permits that have fueled the island’s economy in recent years.
