A Design Public Hearing will be held by MassHighway to discuss the Cliff Road Bicycle Path construction project in Nantucket, MA.

PURPOSE: The purpose of this hearing is to provide the public with the opportunity to become fully acquainted with the proposed Cliff Road Bicycle Construction project. All views and comments made at the hearing will be reviewed and considered to the maximum extent possible.
PROPOSAL: The proposed project consists of the construction of a 0.25 mile shared use pathway which runs parallel along the roadway between the intersection of Crooked Lane and North Liberty Street. The roadway and the pathway will be separated by a grass strip and curbing to provide a physical barrier. The pathway crosses Gosnold Road, Hinckley Lane, Shady Lane and several driveways.
A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The town of Nantucket is responsible for acquiring all needed rights in private or public lands. MassHighway's policy concerning land acquisitions will be discussed at this hearing.
Written views received by MassHighway subsequent to the date of this notice and up to five (5) days prior to the date of the hearing shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display one-half hour before the hearing begins, with an engineer in attendance to answer questions regarding this project. A project handout will be made available on the MassHighway website listed below.
Written statements and other exhibits in place of, or in addition to, oral statements made at the Public Hearing regarding the proposed undertaking are to be submitted to Frank A. Tramontozzi, P.E., Chief Engineer, Massachusetts Highway Department, 10 Park Plaza, Boston, MA 02116. Such submissions will also be accepted at the hearing. Mailed statements and exhibits intended for inclusion in the public hearing transcript must be postmarked within ten (10) business days of this Public Hearing.
The community has declared that this facility is accessible to all in compliance with the ADA / Title II. In accordance with Chapter 193 of the Acts and Resolves of 2004, an Act Further Regulating Public Construction in the Commonwealth, and Massachusetts General Laws (MGL) c.149 _44A-M, the Town of Nantucket Board of Selectmen, is seeking qualified General Contractors and Subcontractors for Pre-Qualification for the Project known as the Public Safety Facility, Contract No. 2008-30. The Work consists of Construction of a Police Department and all appurtenances as specified and/or as shown on the drawings.
The Filed Sub-Bid Categories include: Masonry; Miscellaneous and Ornamental Iron; Waterproofing, Dampproofing and Caulking; Roofing and Flashing; Metal Windows; Glass and Glazing; Tile; Acoustical Ceilings; Resilient Flooring; Painting; Elevators; Plumbing; HVAC; Electrical; and Communications.
This Request for Qualifications (RFQ) will be used to prequalify General Contractors and Filed Sub-Bid Subcontractors who will be invited to submit a bid pursuant to Section 44E and 44F of Chapter 149 of the Massachusetts General Laws.

Responders shall use the Form available in the RFQ package for each sub-bid category being submitted.
Reponses must be received at the above location no later than December 19, 2008, at 2:00pm local time in order to be considered in the prequalification process. Neither facsimile transmission nor e-mail transmissions are acceptable. At that time, responses received will be opened (not in public) in the presence of one or more witnesses. At the opening of responses, the Nantucket Prequalification Committee will prepare a register of responders that will include the name of each responder who submitted a statement of qualifications in response to this RFQ. The register of responders shall be open for public inspection and will be posted in the Town and County Building, 16 Broad Street, Nantucket, MA 02554. Upon completion of the evaluations the contents of the statements of qualifications shall be open to the public. The financial information contained in the statements of qualifications shall not be a public record, as defined in Section 7 of Chapter 4 of the Massachusetts General Laws.
Any unauthorized communication or contact with the Nantucket Prequalification Committee is prohibited.
Interested General Contractors and Filed Sub-Bid Subcontractors shall submit a statement of qualifications in response to this RFQ using the Form available in the RFQ package. Only General Contractors and Subcontractors receiving a minimum score of seventy shall be prequalified and invited to submit bids consistent with Section 44E of Chapter 149 of the Massachusetts General Laws. Any Subcontractors invited to submit a bid pursuant to this RFQ shall be subject to Sections 44D and 44E of Chapter 149 of the Massachusetts General Laws.
Each General Contractor submitted an RFQ response must be certified by the Division of Capital Asset Management and Maintenance (DCAM) for the dollar amount of this Project and to be considered, must submit with his or her response a DCAM Certification and Update Statement indicating additional work or contracts performed or executed after the certification date.
A Prequalification Committee has been established to review and evaluate responses to this RFQ.
It is anticipated that the Prequalification Committee will make a determination regarding responses to this RFQ by February 6, 2009.
A General Contractor’s score shall be made available to the General Contractor upon request. A Subcontractor’s scope will be made available to the Subcontractor upon request. The decisions of the Prequalification Committee shall not be subject to appeal except on grounds of fraud or collusion.
If the Nantucket Prequalification Committee qualifies fewer than three General Contractors to submit Bids pursuant to the foregoing procedure, the Nantucket Prequalification Committee shall reject all responses and shall issue a new Request for Qualifications.
If the Nantucket Prequalification Committee qualifies fewer than three Subcontractors to submit Bids for a specific Sub-Bid category pursuant to the foregoing procedure, the Nantucket Prequalification Committee shall reject all responses for such category and issue a new Request for Qualifications.
Contractors may obtain RFQ Documents at the office of the Awarding Authority: Town of Nantucket, Attn: Diane A. O'Neil, 16 Broad Street, Nantucket, MA 02554 or by sending a FAX to Town of Nantucket at 508-228-7272 requesting the RFQ to be sent electronically. All FAX requests must contain company information; address, telephone number, FAX number, contact name, Bid category and e-mail address. Town of Nantucket is not responsible for the issuance of RFQs due to any inaccuracies of FAX requests.
Questions concerning this Request for Qualifications must be submitted in writing to the office of the Projects Administrator: Town of Nantucket., Attn: Diane A.
